Newcomer Virginia Senator Jim Webb offered an amendment, known as the “troop protection amendment”, that would have put limitations on when troops could have been pulled back to combat. It basically guaranteed that when a soldier was on leave from the war, that they would have a guaranteed time at home before they were deployed. Sounds like a no brainer, right?
Not for the Republicans.
