A quick blurb was just put out on the wires that says an auditor for the US Army indicates the last 15% due to Halliburton should not be payed. This is due to the contract law with any company and the US Government that says if satisfaction isn’t met, the last 15% of the contract will not be payed. However, about 3 months ago, the White House overruled this Government practice and ordered the full contract be payed. Guess the Army is pushing back on George, too.

Stuart Bowen, Special Inspector General for Iraq Reconstruction, said in a memorandum to Army auditors and commanders he believes U.S. contract laws requiring a withholding when conditions are not met should be imposed on Halliburton unit Kellogg Brown and Root.
